Bank of England Governor Questions Necessity of Retail CBDC While Advancing Wholesale Digital Pound
Bank of England Governor Andrew Bailey has cast doubt on the rationale for a consumer-facing digital pound, even as the central bank progresses with a wholesale CBDC for interbank transactions. Speaking at a Kyiv conference, Bailey acknowledged potential CBDC advantages like smart contract functionality and enhanced fraud prevention but challenged whether these require a new FORM of central bank money for retail users.
The BOE's wholesale CBDC initiative remains on track, with Bailey stating development is "well on the way." Over 50,000 public responses to the 2023 consultation revealed widespread concerns about privacy implications, cash displacement, and fears of central bank overreach in spending controls. Deputy Governor Jon Cunliffe noted these apprehensions reflect deeper societal questions about monetary sovereignty in the digital age.
